The Customs Department has just issued Official Letter No. 18648/CHQ-GSQL providing guidance on declaring the "Other legal document code" indicator for goods classified as civilian cryptographic products.
Purpose of issuance
+ Standardize the customs declaration method for goods: civilian cryptographic products Subject to licensing requirements.
+ Improve the effectiveness of risk management and assist Customs authorities in identifying shipments subject to specialized management.
+ Facilitate customs clearance for goods that are declared in accordance with regulations.
+ Instructions for declaring targets “"Other legal document codes"” on the customs declaration form since July 13, 2026.
Scope of application
Applicable to the following goods:
+ Exports and imports;
+ Has HS code List of civilian cryptographic products subject to export and import licenses. as stipulated in Appendix II of Decree No. 211/2025/ND-CP.
+ Time of application: From the date 13/7/2026.
New declaration rules
The customs declarant must declare the items. “"Other legal document codes"” according to the following cases:
Case 1:Goods Included in the list of civilian cryptographic products subject to export and import licensing.
Decoding: QECase 2:Goods Not included in the Civil Cryptographic Products Catalog.
Decoding: NOCase 3:For goods that fall under this category Export and import require licenses or must meet conditions as stipulated in other specialized management documents.,
Customs declarant Continue to declare the corresponding legal document code according to current regulations. Regional Customs Branch
The regional customs office shall implement the following:
+ Instruct customs declarants to make declarations in accordance with regulations.
+ Check customs documents.
+ Determine if the goods belong to List of civilian cryptographic products subject to export and import licenses. or not.
+ In cases where goods are found to be subject to code declaration requirements QE However, if the declarant has not yet submitted the declaration, they will be required to amend or supplement the declaration form as per regulations.
Cases that have already cleared customs.
For goods customs cleared, if the declaration is detected not in accordance with regulations, then:
+ Customs at the border crossing forwarded the information. Post-Customs Clearance Inspection and Review Team To consider and decide whether to conduct post-clearance inspections as prescribed by regulations.
